Doyle's position on Public Intervenor?

Canvassed today, and 1 sportsman wanted to know if Doyle was going to
restore an independent Public Intervenor. Has Doyle tried? Is he in
favor of an elected position; if not would the DNR appoint? The constituent
wants an elected Public Intervenor, *not* one appointed by the DNR.
